U.S. Flexible Packaging Industry Grows Despite Regulatory Headwinds
November 12, 2025The U.S. flexible packaging sector continues to expand amid new state EPR laws and sustainability challenges, according to FPA president Dan Felton.
Speaking at the 2025 FlexForward Conference, Felton said the $213.4 billion U.S. packaging market now sees flexible packaging holding a 20% share, driven by strong demand in food, medical, and pharma applications.
An FPA study found the industry supports 98,000 jobs and contributes $151 billion to the U.S. economy. Profitability rebounded in 2024, with converters expecting continued growth through 2028.
Sustainability remains a priority, with rising use of recyclable, PCR, and compostable materials, even as EPR laws in seven states reshape how brands design and source packaging.
