Oroville Flexible Packaging to Lay Off 24 Employees in California

Oroville Flexible Packaging LLC has announced plans to permanently lay off 24 employees at its Oroville, California facility, according to a recent filing under the state’s Worker Adjustment and Retraining Notification (WARN) Act.

The layoffs are scheduled to take effect between October 17 and December 19, 2025, marking a modest but notable contraction for the Northern California flexible packaging manufacturer. The company did not provide a detailed statement on the reason behind the reduction, but local sources indicate it is part of a broader operational adjustment in response to rising production costs and shifting market conditions.

Oroville Flexible Packaging produces a range of film, bag, and laminate products serving food and retail packaging customers. California’s flexible packaging sector has faced increasing cost pressures in recent months, including higher energy prices, labor expenses, and tightening environmental regulations.

The move follows a series of cutbacks within the state’s packaging industry. Earlier this year, Novolex confirmed the closure of its Pactiv Evergreen plant in Bakersfield, affecting 127 employees, as part of a post-acquisition restructuring effort.
